Committee guide
Short answer: In a strata scheme, bollards on common property generally need committee approval first. Send the committee the product spec, a location plan, the fixing method, who removes and stores removable bollards, who holds keys, and a note that they are not crash-rated. Get approval before the order, as stock is pre-order.

A strata committee has to say yes before bollards go in. Here is what to put in front of them, a template to paste, and how to time the order.

Whose property
In a strata or owners corporation scheme, the answer to almost every bollard question starts with: who owns the spot? Car parks, driveways, shared paths and visitor bays are commonly common property. A garage or car space that sits inside a lot may be lot property. The line is drawn in your plan of subdivision and your scheme rules, so check those, or ask your strata manager.
This page is a practical guide for committees, not legal advice. Rules differ by state and by scheme. For general information on how owners corporations work in Victoria, see Consumer Affairs Victoria's owners corporation pages. For works on a footpath or nature strip, see our council approval guide.

Request a quoteWho pays
There is no single rule. In many schemes, works on common property that serve the whole building are an owners corporation cost, and works that serve one lot can be charged to that lot. The committee decides, within the scheme rules and the budget, and your strata manager will know the practice. A written quote helps: ours shows the unit price for the quantity, freight and the expected landing date.
Inspection and keys
Timing
Bollards and wheel stops are pre-order for the next container. Factory production typically takes 15–20 days, plus sea freight and customs, so the stock won't be in hand the week after you order. The written quote gives the expected landing date. Storage holders are in stock.
The sensible order is: scope and quote, committee approval, then confirm the order. Nothing is committed until you confirm the quote, so you can use our quote as an attachment to the request.
Bays and bollards
A wheel stop positions a car inside its bay: 1650mm long, 100mm high, from $50 ex GST. A bollard marks a path, door, meter or accessible shared area and keeps a slow car out of it. Many strata car parks use both. The wheel stops vs bollards guide sets this out by situation.

What bollards don't do. SafeWise bollards are not crash-rated or impact-tested. They deter slow, careless contact and mark an area. They don't stop a vehicle at speed.
FAQs
Usually, yes, if they go on common property. Most car parks, driveways and shared paths in a strata scheme are common property, so the committee decides, sometimes with a general meeting vote depending on your scheme rules. Check your plan of subdivision and rules, or ask your strata manager.
The committee decides, based on the scheme rules and the budget. A bollard for the whole building is generally an owners corporation cost, while one that serves a single lot may be charged to that lot. Ask your strata manager how it is handled in your scheme.
The product and quantity, a plan showing each position, the fixing method, who removes and stores removable bollards, who holds keys, a statement that the bollards are not crash-rated, and confirmation that no emergency or accessible access is blocked. A plain-text template is on this page.
Only where a space must open and close, such as a reserved bay or an access gap. Elsewhere a fixed bollard is simpler. Removable bollards need key control: someone who removes them, a place to store them and a key register.
After approval, not before. Bollards and wheel stops are pre-order for the next container: factory production typically takes 15 to 20 days, plus sea freight and customs, and the expected landing date is on the written quote. Storage holders are in stock.
